The Chinese State Council has published an official guide on the pandemic prevention and control measures during new year holiday (January 1-3) and the Chinese New Year (also known as Spring festival).
Below are 10 questions and answers published by the State Council of China.

QN. 1
Question: New year and the Chinese new year holidays are coming soon, what are the prevention measures that people traveling to or out of their hometowns should pay attention to?
Answer: China is too big and each province / city may have different measures according to how severe the situation is at the time. Please consult the local and destination for epidemic prevention and control measures.
QN. 2
Question: If there is an outbreak in one's town, city or district, can they travel outside their city or district?
Answer: No, once there is an outbreak in a town, city or district, residents in the affected areas will be restricted from traveling.
But for people who are responsible in performing official duties or transportation of materials for production and daily necessities, they may travel after obtaining an approval from the local joint prevention and control centers.
QN. 3
Question: If my city is a mid or high-risk area, but there is no outbreak in my town or district, can I travel outside my town/district? What are the epidemic prevention and control measures that I should observe?
Answer: If there is an outbreak in a city, residents from towns/districts in the city that are not affected by the outbreak are advised to stay put unless necessary.
If one really needs to travel, then they will need to have a negative Nucleic Acid Test proof, the test must be taken within 48 hours.

Question: Can I visit mid, high-risk areas?
Answer: It is strictly discouraged to travel to mid or high-risk areas and those who travel to those areas must abide by the local epidemic prevention and control measures.
For those who need to go there to perform specific public duties, provide services such as transport of production materials and daily supplies, they shall follow relevant local epidemic prevention and control measures.

Question: What are the measures for people working in high-risk of exposure positions?
Answer: People working in high-risk of exposure positions should not travel. But if need be, they will have to report at their work unit, stay away from the work environment for 14 or more days, and take a nucleic acid test within 48 hours before departure.
QN. 6
Question: If I have fever, cough, and other respiratory tract infection symptoms, can I still travel?
Answer: If you have such symptoms, you should halt your traveling plans and see a doctor ASAP. You should travel only when you recover.
QN. 7
Question: How will my travel plans be affected if my health code turns yellow?
Answer: When your health code turns yellow, you need to do health check-up and nucleic acid test, during this time you must not go out.
When the health code turns back to green and you don't have any symptoms, you can travel as normal.
QN. 8
Question: What are the plans for peoples' return to school and work places after spring festival is over?
Answer: Because students and workers comes from many different places and live together in confined environments, the posibility of infection is high.
Schools and companies are advised to set aside proper time for the return of students and workers, avoiding travel rush and gatherings after returning.
According to the real situation at the time, they must require them to carry a negative nucleic acid test proof taken within 48 hours.
QN. 9
Question: Can residents hold banquets and gatherings? Is there any limit to the number of peoples in a gathering?
Answer: A number of local outbreaks have been connected with gatherings, so residents are advised not to conduct large scale gatherings.
Family gatherings should be restricted to 10 people. Adhere to the principles of "Postpone weddings, conduct simple funeral ceremonies, don't hold banquets."
If necessary, residents must consult with the local authorities first.

Question: What measures should one pay attention to during the new year and the Chinese New Year?
Answer: Residents must strengthen their self-protection in public transportation and other confined places as well as outside venues where there are many people gathering together. Wear a mask while on public places.
Wash your hands frequently, cover your face when sneezing and coughing, and maintain a social distance of about 1 meter.
